There is nothing about the rebate form that indicates a discounted purchase would not be valid although there is no reference to the rebate at the discounted retailers' sites.

Brian, did you mean $399.95 for the PN-40? That's what REI seems to have it for right now.

Where are you getting this from? Business practices like this is exactly the kind of thing that will give you a black mark in the eye of the consumer. With the economy the way it is you can't afford to alienate your loyal customers. I bought from on an online retailer thinking I could use the coupon. If I would have known that coupon had hidden exclusions I would have waited. This is just bad business and I'm considering returning my GPS just on principle.
